Om dit te illustreer bedink hy die Chinese kamer-argument. Volgens hierdie gedagte-eksperiment kan 'n [[rekenaar]] [[Chinees]] praat op basis van 'n stel instruksies. Ook as die rekenaar net so goed Chinees kan praat as 'n mens, sal die rekenaar geen intensie hê nie volgens Searle.

Die Chinese kamer is 'n gedagte-eksperiment wat bedink word deur Searle in 1980, in die artikel: ''Minds, brains, and programs''. Die eksperiment gaan oor die vraag of rekenaars, nou of in die toekoms, sou kon dink soos die mens. Searle beweer dat dit nie die geval is nie. Hiermee probeer hy 'n antwoord te bied op 'n ander gedagte-eksperiment wat die teendeel verdedig, naamlik die turingtoets van [[Alan Turing]].
