Dit beteken dat die verdeling van magte oor die hoër en laer regerings ook volgens die reëls van die ''trias politica'' geskied. Die regulerende gesag van die regering is byvoorbeeld na provinsies, waterrade en munisipaliteite oorgeplaas omdat nie alles deur die sentrale regering in detail gereguleer kan word nie. In die verlede is die outonomie van die verskillende regeringsvlakke vooropgestel. Dit word die driekringsteorie genoem. Vandag is die skeiding van horisontale vlakke van die regering minder streng en is daar dikwels samewerking.
