The municipal council consists of twenty-eight members elected by [[mixed-member proportional representation]]. Fourteen councillors are elected by [[first-past-the-post voting]] in nine [[ward (South Africa)|wards]], while the remaining fourteen are chosen from [[party list]]s so that the total number of party representatives is proportional to the number of votes received. Die munisipale raad bestaan uit agt-en-twintig lede wat deur gemengde-lede proporsionele verteenwoordiging verkies word. Veertien raadslede word in nege wyke as algehele wenners verkies, terwyl die oorblywende veertien uit partylyste gekies word, sodat die totale aantal partyverteenwoordigers eweredig is aan die aantal stemme wat ontvang is.
